ACP > Permissions > Group Permissions > Guests > Can view profiles, memberlist and online list. Set permission to "Yes" to allow them to view it.

I really hope phpBB 4 will be more user-friendly. ;;)

Also. I am using phpBB Statistics. Do you think you could give me a hand with that too?
I want guests to be able to see those advanced statistics.

Unless there's something I'm missing, guests already can see advanced states on this site.

It appears that I cannot view it either. For registered users and guests, you should be able to find it under group permissions. There should be a permission that pertains to statistics there.

It should be there. Under the "misc." tab.

If it is not, it may be a compatibility issue.
